Rebels, Activists, Future Leaders? The Politics of Youth Representation in Global (Health) Governance

WZB Talk by Anna Holzscheiter


Among the many invisible shapers in contemporary international politics, children and young people stand out as a group whose agency is particularly contested. The way in which international institutions continue to respond to the COVID-19 pandemic has acutely exposed the shocking extent to which children and young people are excluded from relevant sites of crisis politics and global policy-making. No matter if we look to International Political Science scholarship or, more narrowly, interdisciplinary scholary literature from the field of global health: the marginal role of young people as agents and shapers of global (health) governance is mirrored in the academic literature.

In this talk, Anna Holzscheiter will address the link between the low salience of young people as meaningful agents of international relations and their limited possibilities to shape politics and law from inside international institutions. She will contrast the various institutionalized forms of ‘youth engagement’ in global (health) politics with the possibilities of young people to meaningfully participate in the making-of of international rules and norms. Her talk will also address the different roles ascribed to young people in the political process and the ways in which non-youth actors and organizations build their own authority and legitimacy on these ascriptions.
